Small Municipalities Workshop Well Attended at 2015 TAC Conference

On the final day of the 2015 Transportation Association of Canada (TAC) Conference, a full-day workshop was held on building a road safety action plan for small municipalities.

Forty-seven delegates from across the country attended the workshop, co-sponsored by TAC’s Road Safety Standing Committee and the Small Municipalities Task Force. During the morning session, which was captured on video, delegates heard from eight speakers, representing the City of Chilliwack; the City of Edmonton; Strathcona Country; the City of Ottawa; le Ministère des Transports du Québec; the Halifax Regional Police; the PEI Department of Transportation and the PEI RCMP.  (photo: Raheem Dilgir, TranSafe Consulting).

Speakers described the various components of their road safety action plans, including how engineering, education and enforcement, the three cited workshop elements, were integrated. This was followed by a panel session in which speakers addressed questions about their successes and challenges in developing and delivering their road safety plans and programs.

In the afternoon, delegates were asked to review the various components making up a road safety action plan for small and large municipalities. Each group reviewed information packages consisting of maps, collision data, and public complaints, as well as potential safety problems within the municipality. Delegates went through a defined process to identify thematic areas to address in their plan, and develop a list of engineering, education and enforcement actions to address each theme. For each action, a benefit-cost assessment was conducted. Actions were prioritized, and agencies or city departments were identified to lead each action item. These “mini action plans” were then presented to the other participants.
