Infrastructure Funding: Does it Matter Where the Money Comes From?

This paper compares the Public Private Partnership model for funding of infrastructure projects with an alternative approach, the Regulatory Asset Base model. It considers whether the ability to levy user charges is necessary to ensure low financing costs, or whether these stem from other factors.
