Program Manager, Learning and Development

Reporting to and working closely with the Director, Technical Programs, the Program Manager, Learning and Development drives the strategy, design, and delivery of TAC’s national technical learning program. You will recommend the program’s direction, plan courses and webinars, manage development projects, collaborate with subject matter experts, promote training, and host events.

Success in this role means that you’ll apply your in-depth knowledge and transportation technical expertise to identify and prioritize emerging issues. You will complement this technical acumen with strong program management skills and a learner-focused mindset to help create impactful, engaging learning experiences. Your strategic input will help advance TAC’s mission while supporting its business objectives. You may also support one or more TAC councils by working with executives, members, and committees to advance their work plans and manage pooled-fund projects.

The position’s main responsibilities are:

Learning Program

• Provide vision and direction for TAC’s learning program of training courses and webinars, aligning course offerings with emerging and priority topics, organizational goals, and learner needs
• Oversee the planning, promotion, delivery, evaluation, and reporting of courses and events, including
  • Identifying and collaborating with instructors, subject matter experts, and stakeholders to design, develop, and launch courses
  • Negotiating and securing contracts with presenters, speakers, and instructors
  • Working cross-departmentally to support the marketing of courses and webinars
  • Evaluating learning program effectiveness using data-driven metrics (e.g. participation, completion rates, feedback, business outcomes, etc.)
• Ensure content is technically accurate, strategically relevant, and high quality
• Host or moderate courses and webinars, potentially with a subject matter expert or TAC staff moderator

Technical Insights and Input

• Identify and prioritize key themes and issues related to roads, highways and urban transportation
• Schedule and host events to generate ideas, happenings, and issues, developing the agenda, facilitating speakers, and preparing the minutes
• Continuously examine these themes and issues for untapped opportunities to integrate them into the learning program
• Collaborate with the Technical Programs team to explore ways of sharing findings and insights with TAC councils and committees, and work with the Member Services & Communications team to identify broader channels for disseminating TAC guidance and knowledge — in coordination with, and under the direction of, the Director, Technical Programs

Technical Project Support

• Provide end-to-end support for technical projects by coordinating steering committee activities, managing consultant selection and performance, and overseeing deliverables and approvals
• Prepare project budgets and contracts, and review regular financial reports and consultant invoices
• Prepare, post and manage meeting agendas, minutes and other documents and materials
• Liaise with other internal teams to communicate project updates, issue notices, and ensure accurate website content

Council Support

• Support Council and committee executives by managing work plans, preparing meeting materials, tracking progress, and reporting activities to the Board
• Provide TAC operational and policy guidance, maintain collaborative online workspaces, and attend virtual and in-person meetings
• Communicate and collaborate with other TAC staff, volunteers, member organizations, and external stakeholders to advance technical projects and shared interests

You will bring:

• An undergraduate degree in civil engineering, transportation planning, or a related discipline and at least ten years of relevant technical work experience
• Fluency in English and proficiency with MS Office (Word, Outlook, Teams, Excel, PowerPoint)
• Data-driven approach to the program management and evaluation cycle, including measuring impact and optimizing program effectiveness
• Ability to plan and manage multiple tasks simultaneously, work under pressure, and meet deadlines
• High attention to detail in planning and managing both small and large events
• High attention to detail proofreading content
• Experience developing and delivering high-quality products that are consistent, technically accurate, and strategically relevant
• Ability to analyze trends in the transportation sector relevant to TAC and its members; translate technical knowledge into practical training and educational materials; and align educational initiatives with business objectives
• Responsiveness, tact, courtesy and collaboration with external members and clients, and internal colleagues

• A related post-graduate degree or certificate
• Professional accreditation in a relevant field (e.g. Professional Engineer, Project Management Professional)
• Bilingualism in English and French
• Experience with live event delivery or management using virtual meeting platforms
• Experience translating technical knowledge into applied guidance, training, or educational materials
