Seeking a Consultant to Build a Secure Online Gateway to TAC Publications

The Transportation Association of Canada (TAC) is seeking proposals from qualified consultants by February 5, 2026, to help us build and launch a secure online gateway for TAC’s technical publications. This innovative project will modernize access for stakeholders while protecting TAC’s intellectual property.

Why This Project Matters

TAC is a national, not-for-profit association recognized as Canada’s center of technical expertise for roads, highways, and urban transportation. With nearly 500 member organizations — including governments, businesses, and academic institutions — TAC serves about 7,000 active professionals across the country. These members rely on TAC’s technical publications for guidance and best practices in transportation infrastructure and systems.

Currently, TAC sells publications individually in print or e-book format. While effective, this model isn’t ideal for organizations that need access to multiple titles across various employee groups and locations. The new gateway will change that by offering bulk online access to subscribing organizations, creating an efficient, cost-effective solution. At the same time, TAC must ensure its digital content remains secure and its intellectual property rights are enforced.

Scope of Work

The consultant or consultant group will lead two key components of the project:

  • Part A: DRM Platform Selection and Implementation Plan
    Research and evaluate secure, cloud-based digital rights management (DRM) platforms that meet TAC’s requirements. Deliverables include a detailed report with findings, a scorecard comparing top options, and recommendations for the preferred solution. The consultant will also outline an implementation plan to guide TAC staff through testing, launch preparation, and training.
  • Part B: Subscription Model Development
    Analyze TAC’s membership and publication sales data to develop pricing and subscription scenarios. This includes cost-recovery analysis, revenue forecasts, and recommendations for pricing structures such as flat fees, per-seat rates, or tiered options.
