Abstract

The City of Calgary funded much of the development work described here along with the associated data collection. Some of the research work done and the preparation of this paper were funded from grants provided by the Natural Sciences and Engineering Council of Canada and the Social Sciences and Humanities Research Council of Canada as part of a Major Collaborative Research Initiative, and also by the Institute for Advanced Policy Research at the University of Calgary.
