During the winter season, snowmobile riders in many jurisdictions use trails that are usually managed and maintained by snowmobile clubs and associations. The problem lies when these trails intersect with vehicular highways or paved park trails owned and maintained by a public agency. A single crossing can see thousands of snowmobiles in a single season, which causes accelerated damage to the paved surface in the form of aggregate loss, rutting, and pothole creation.
