Under the general direction of the Director of Public Works, the Manager of Engineering is responsible for the effective and efficient management of the Engineering Division. The Manager leads a diverse team that is responsible for providing engineering services in areas of asset management of roads and bridge infrastructure; capital program development; project management for planning, design and construction of roads and bridge infrastructure projects; review and oversight of Developer led transportation infrastructure design and construction; in-house design of road and bridge infrastructure projects; right of way services including GIS mapping, management of the cut restoration program, and approval of residential approach permits; bridge maintenance and operations; as well as develop and maintain engineering research, standards and specifications.

The Manager of Engineering is responsible to provide overall strategic operational direction that ensures effective delivery of Division services, capital projects, related programs and major project planning studies. The position provides leadership to support division staff, manages and develops operating and capital budgets, and conducts other financial reporting. The Manager is also involved in contract/agreement administration and negotiation in support of various projects.

As a representative of the Public Works department, the Manager of Engineering is a highly visible role that directly interacts with Mayor, Councilors, Provincial/Federal departments, public and media regarding capital projects and maintenance works.

As the Manager of Engineering you will:

  • Manage and provide strategic direction for the delivery of transportation infrastructure construction projects, bridge maintenance, and the cut restoration program.
  • Manage and provide strategic direction for the asset management of road and bridge infrastructure including development of the capital budget program.
  • Manage the delivery of major capital projects and planning studies.
  • Provide overall strategic direction, planning and priority setting regarding all aspects of the Engineering Division.
  • Manage administration of the Engineering Division including operating budget and human resources.

Qualifications

Your education and qualifications include:

  1. Bachelor of Science in Civil Engineering.
  2. Ten to twelve (10-12) years progressive experience in the planning, design, contract administration, and project management of transportation infrastructure projects.
  3. Experience addressing and resolving technical issues related to transportation infrastructure projects.
  4. Proven experience in preparation and management of operational and capital budgets.
  5. Progressive experience managing a large unionized workforce.
  6. Extensive strategic planning experience, including change management and determining and setting priorities based on civic and departmental mandates and priorities.
  7. Excellent analytical and problem-solving skills with the ability to create innovative solutions to complex and politically sensitive issues and problems.
  8. Excellent conflict resolution and negotiation skills to move issues forward in difficult or contentious situations with the unions, internal and external stakeholders and elected officials.
  9. Excellent interpersonal skills with the ability to develop and maintain effective working relationships with staff, internal and external stakeholders, elected officials and members of the public.
  10. Excellent verbal communication skills with the ability to communicate and facilitate discussions and deliver presentations and information on challenging issues to all levels of the organization including to Mayor and Council.
  11. Excellent written communication skills with the ability to write accurate and thorough reports for executive leadership decision-making.
  12. Strong political acumen with the ability to work in a political and public sector management environment.

Conditions of employment:

  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
  • Registered as a Professional Engineer (P. Eng) with Engineers Geoscientists Manitoba in good standing.
  • Must possess and maintain a valid Manitoba Class 5 Driver’s License.
  • The successful candidate must provide a satisfactory Police Records Check.
  • The successful candidate will be required to provide a vehicle for transportation while on City business, subject to the terms and conditions of the City of Winnipeg Transportation Policy.

Salary: $128,048.84 – $186,947.43 annually (Out of Scope Grade 08)

* Professionals shall also receive an annual premium payable on a pro-rated basis every bi-weekly payroll period equivalent to five percent of annual salary.
