Position Details

Transportation and Infrastructure – Government of Newfoundland and Labrador

Reporting to the Chief Highway Design Engineer, this position performs detailed transportation infrastructure design primarily related to highways, intersections, interchanges, drainage structures, including hydrology, hydraulics and general highway geometric design and other scopes as appropriate. The role will work with the Senior Design Engineers to prepare design drawings, specifications, and cost estimates for intermediate projects; reviews design drawings and specifications prepared internally and by consultants; assist in the preparation, review and evaluation of tender documents during the tender process; other duties as required.

Qulifications

Screening Criteria

    1. Registered, or immediate eligibility to register as a Professional Engineer (P. Eng.) with a Canadian Professional Engineering Association.
    2. Experience in roadway design including horizontal and vertical alignments using relevant design guidelines such as the TAC Geometric Design Guide.
    3. Experience in performing hydrology and hydraulic analysis for highway drainage infrastructure.
    4. Experience with tendering practices and procedures, including developing contract specifications.
    5. Experience with contract management
    6. Experience working with AutoCAD Civil3D (or similar) as well as other design software for hydrology and hydraulics of structures.

Assessment Criteria

    1. Knowledge of highway design and construction practices including highway geometric design guidelines such as the TAC Geometric Design Guide.
    2. Knowledge of hydrology and hydraulic design including climate change adaptation principles.
    3. Knowledge of tendering practices and procedures, including developing contract specifications.
    4. Knowledge of engineering design software, including AutoCAD Civil 3D, hydrology modelling programs, ArcGIS, and other related computer applications.
    5. Knowledge of related Health and Safety regulations, policies, and practices.
    6. Contract Management skills
    7. Ability to independently assess and evaluate multiple issues and balance competing demands with tight deadlines
    8. Strong leadership/mentoring abilities
    9. Professionalism

Conditions of Offer

    1. Valid Province of Newfoundland and Labrador Class 05 license
    2. Current driver’s abstract satisfactory to the Employer
    3. Membership or immediate eligibility for membership as a Professional Engineer (P. Eng) with Professional Engineers and Geoscientists Newfoundland and Labrador (PEGNL)

Conditions of Acceptance

    1. Occasional travel throughout the province may be required
    2. Required to be accessible to address issues on an emergency basis with respect to concerns arising from natural events and unexpected situations
    3. Required to wear safety equipment such as safety boots, hard-hat, safety vests, safety glasses and personal protection measures when completing onsite inspections and overseeing construction

Ability to perform construction site visits, construction site audits, and other activities requiring unrestricted mobility
