Job Description

Reporting to the Manager, Development & Technical Services, the Senior Municipal Design Engineer will provide technical expertise, leadership, and supervision of the work of the capital project planning, design and implementation team. This position is a collaborative partner with internal & external stakeholders, a mentor to their technical team and a leader who can demonstrate and inspire our workplace culture and values. Demonstrating a visible and positive leadership example, and making recommendations to support continuous improvement efforts. The Senior Municipal Design Engineer will provide professional advice, guidance and policy development while aiding in the achievement of the engineering Vision – building partnerships. The work includes researching project background, establishing design parameters and alternatives, preparing complex engineering designs and specifications, project management activities, coordinating and managing external consultants, estimating project costs and tendering of projects.

Job Location: Oshawa, ON

Responsibilities:

  • Providing leadership in the ongoing identification and tracking of best practices including benchmarking to recognized leaders in the areas of municipal engineering, identifying needs with respect to best practices and effectively advocating for change and required resources, and participating in industry conferences/seminars
  • Collaborating with the Project Manager(s), clients and stakeholders during the initiating and planning processes and contributing and supporting the development of project scope by executing activities and validating and monitoring the feasibility of the project goals, schedules, estimates, budgets, and risks
  • Performing routine and complex technical engineering related work for private development designs, design and construction of streets, including design of storm infrastructure, roadway, grading and sidewalks, and parking lots
  • Assisting with various project management related duties including client communication, project scheduling and proposal preparation, as needed
  • Providing comprehensive advice and reports on engineering/infrastructure issues to Council, Committees and Community representatives/partners
  • Acting as advisor to the city, providing technical advice and problem solving assistance related to all aspects of municipal engineering

Qualifications:

  • Demonstrated knowledge and skill generally associated with the completion of a four (4) year University degree in Engineering from a recognized University, plus seven (7) years of experience in preliminary and detailed engineering design, contract specifications and special provisions, and tender documents with a minimum of (5) years’ experience in a municipal engineering environment with demonstrated experience in project management and administration of municipal design and construction projects
  • Licensed as a Professional Engineer (P.Eng.) by Professional Engineers Ontario (PEO), in good standing
  • Thorough knowledge of Civil Engineering principles, standards, specifications, materials and methods of construction along with comprehensive knowledge of relevant legislation
  • Experience in structural bridge design would be an asset
  • A keen understanding of municipal financing and with regard to funding sources, audits, and general accounting practices
  • Highly developed analytical, interpersonal and communication skills (oral and written) with the ability to effectively communicate at all levels of the organization
  • Ability to provide own transportation as required

Salary and benefits

Employment Group:   Exempt  

Salary Grade:   Q- $116,962 – $137,601 per annum

Standard Weekly Hours of Work:  36.25

Shift Work Required:  No
