Duties

Major Projects Branch is responsible for the successful and timely delivery of high-priority, large scale, high-value, and high-risk capital projects. The branch provides project management for the department’s major capital program including coordination, scheduling, and financial management. It also oversees project deliverables including procurement of regulatory approvals, land acquisition, engineering, design, and construction.

Duties:
Reporting to the Executive Director of Major Projects Branch, the Major Projects Engineer provides leadership, support, and technical direction to the Major Projects team in the delivery of the department’s major capital projects. Provides engineering expertise, guidance and supervision to internal and external project staff including professional engineers and other technical staff, and is responsible for managing, providing sound leadership, planning, coordination, and financial accountability for the major projects’ capital portfolio.

Conditions of Employment:

  • Must be legally entitled to work in Canada.
  • Must be able to make occasional visits to work sites within the province by ground, waterways, and air, which may require overnight stays.
  • Must possess and maintain a full stage Manitoba class 5 Driver’s Licence.

Qualifications:
Essential:

  • Bachelor’s degree in civil engineering (or equivalent) and must be registered or be eligible for registration as a Professional Engineer with the Engineers Geoscientists of Manitoba (EGM)
  • Must have appropriate scope-of-practice in linear infrastructure such as highways, water related infrastructure, and/or bridges.
  • Experience in developing and maintaining effective working relationships with diverse work groups and contacts.
  • Extensive experience in the field of project management, including design and construction, contract management and managing interdisciplinary teams is required.
  • Ability to analyze policies and programs to determine feasibility, cost-effectiveness, consistency with established departmental policy and recommend alternatives in finished form.
  • Excellent consultation, negotiation, and conflict management skills to deal effectively with complex and sensitive issues and adapting to diverse stakeholders with potentially conflicting perspectives and requirements.
  • Strong planning, research, and analytical skills to identify and integrate relevant information to determine appropriate course of action/outcomes.
  • Ability to organize and prioritize workload to meet competing deadlines.
  • Knowledge of related Highway Traffic Act, Highway Protection Act, Highways and Transportation Act and the Workplace Health & Safety Act
  • Knowledge of current construction principles & methodology, construction specifications, and guidelines as it pertains to the department’s business.
  • Knowledge of specialized technical functions such as environmental assessment, materials, and traffic engineering
  • Knowledge of Occupational, Safety, Health & Risk Management policies and procedures.
  • Proficiency with Microsoft Teams and Office Suite

Desired:

  • Proficiency with project management software is desired.

 

Salary and benefits

Salary Range: $85,505.00 – $108,637.00 per year
