Position Summary
Reporting to the Supervising Engineer, this position is responsible for designing functional, practical and cost effective municipal roadway, active transportation and associated asset systems for various projects in Kingston. The Senior Infrastructure Designer will provide design, specifications and cost options and prepare final tender-ready documents for construction projects.



  • Responsible for municipal roadway, active transportation and associated asset system projects from concept development, analysis and functional design through to final tender-ready documents
  • Prepare cost estimates for long range planning and contribute to budget preparations for capital projects and Development Charges preparation
  • Perform transportation design work relating to municipal roadway design; this includes the design of roadway, active transportation and all associated asset elements, construction sequencing, drainage design, plan preparation, specifications, drafting, quantity calculations and cost estimates as well as assistance with roadway upgrades required for development
  • Prepare tender-ready design documents (drawings, details, specifications, bid form and cost estimate) for construction projects, road and ancillary civil engineering works
  • Review and provide clear and concise commentary and recommendations on design submissions prepared by consultants or other departments to ensure conformance with City standards
  • Assist in the preparation of applications for environmental and construction-related permits and associated regulatory approvals
  • Process applicable topographical survey data and OBM mapping
  • Maintain road inventory database
  • Assist in the review and commentary of site plan applications and other development applications with impacts to the city’s road networks
  • Prepare correspondence and reports related to work projects including PSAB and gas tax
  • Participate in the review of municipal road and active transportation components of the Development Charges by-laws
  • Represent the City at public and stakeholder meetings
  • Respond to inquiries regarding design, impact on right-of-way and general road related construction questions
  • Lead the preparation of documents and tenders for Departmental construction contracts complete with QA/QC checks
  • Conduct site visits
  • Maintain a working knowledge of the City’s Master Plans such as the Official Plan, Kingston Transportation Master Plan, Active Transportation Master Plan, Road Safety Plan and incorporate into designs and reviews
  • In-depth knowledge and understanding of the Transportation Association of Canada (TAC) Geometric Design Guide for Canadian Roads
  • Other duties as assigned


3 year diploma/degree in civil engineering

5 years demonstrated experience in municipal roadway specific design

Certified Engineering Technologist (C.E.T.) preferred

Skills, Abilities, Work Demands

Proficient with all aspects of Civil 3D

Experience with Autodesk Storm and Sanitary Analysis software considered an asset

Experience with Trimble Business Centre considered an asset

Demonstrated understanding of municipal roadway design, surveying, mapping, road/sewer/water design and construction methods

Demonstrated understanding of the TAC Manual, Provincial Standards, and Municipal Standards

Demonstrated familiarity with OPSS based contracts and specifications

Demonstrated understanding of the AODA requirements for design of open spaces

Strong written and verbal communication skills

Strong organizational, analytical and problem-solving skills

Ability to work independently on projects and communicate potential issues with respect to scheduling, budget or progress

Ability to undertake outside work requiring moderate physical exertion in all seasons

Advanced computer skills including MS Office

Ability to use all levels of survey technology, up to and including total station

Valid class ‘G’ Ontario driver’s licence

Required to obtain and maintain satisfactory criminal record check at own expense
