Guide to Utility Coordination on Public-Private Partnership (P3) Projects

The lack of effective utility coordination in rights-of way (ROW) can lead to increased costs and decreased efficiency for public-private partnership (P3) projects that involve many ROW users. Presenters in this webinar will offer an overview of TAC’s new Guide to Utility Coordination on Public-Private Partnership (P3) Projects, and discuss their experiences coordinating utilities on major P3 initiatives. The guide helps project stakeholders create efficient and consistent processes for utility relocations based on North American best practices, and describes the step-by-step coordination of utilities through the Planning, Request for Proposal (RFP) Documentation Preparation, In-Market Design, Project Implementation, and Post-Construction phases of P3 projects. This will be a unique opportunity to learn more from the perspectives of the Consultant, ROW Manager and Project Owner.

Presenters

Lawrence Arcand, P.Eng. – President of 4Sight Utility Engineers & Chair of TAC’s Public Utilities Management Subcommittee. Lawrence has focused on utility engineering for more than 20 years, including roles as Utility Lead on several multi-billion infrastructure projects in both Canada and the US.  Lawrence will represent the Consultant’s perspective.

Steve Murphy, C.E.T. – Program Manager Corridor Control, York Region. Steve has spent more than 37 years in municipal and utility servicing design, construction and approvals with the last 15 years focusing on utility right‐of‐way management with York Region. Steve will represent the ROW Manager’s perspective.

Christopher Scott, C.E.T., rcca – Manager of Infrastructure, York Region Rapid Transit Corporation (vivaNext). Christopher has more than 15 years of experience on transportation infrastructure projects. Over the last nine years, he has managed two major bus rapid transit projects in York Region with a compressed schedule within a Design-Build delivery model. Christopher will represent the Project Owner’s perspective.
