Present Serviceability Rating Computation from Reported Distresses

This report provides an approach for estimating present serviceability rating (PSR) from measured surface distress data to report overall pavement condition, where permitted, to support implementation of the National Performance Management Measures. The National Performance Management Measures; Assessing Pavement Condition for the National Highway Performance Program provided in Subpart C of 23 CFR Part 490 permitted the use of PSR as an alternative method for reporting pavement conditions for Interstate and non-Interstate National Highway System locations where the speed limit is less than 40 mph.
