Alberta Ministers' Council on Provincial/Municipal Roles and Resources
The Alberta Government embarked on a process in 2002 called the Ministers' Council on Provincial/Municipal Roles and Resources. Its purpose is to develop a new framework for the assignment of roles and responsibilities between the Government and municipalities and the associated funding related thereto. The creation of a Stabilization Fund has been proposed in order to even out the highs and lows of resource based revenue. An annual benchmark for capital spending will be established and allotted in yearly budgets. This approach provides more stability in planning and budgeting.
