Our Safety & Security Division, Operating Practices Office, is seeking a Senior Advisor, Regulatory Affairs to administer/manage risk assessment, quality management and audit activities to support the review/assessment of safety regulatory compliance changes to Metrolinx Operations.  The incumbent will oversee revisions made to regulatory documentation such as; Canadian Rail Operating Rules (CROR) and Operating Manuals to reflect regulatory changes and provide oversight to the development and delivery of effective training programs to support advancements in changes and to ensure regulatory compliance requirements are achieved.

Key Responsibilities:

  • Oversees revisions made to various operating manuals, safety management programs, and training programs to reflect regulatory changes and provide oversight to the development and delivery of effective training programs to support advancements in changes and to ensure regulatory compliance requirements are achieved.
  • Leads/completes risk assessment reviews/activities for operational changes and identifies issues that expose the organization to risks; summarizes findings of risk assessments, identifies/recommends potential risk mitigation options/strategies and presents to the Manager (e.g. process/procedural changes/improvements).
  • Conducts audits of the external contractor’s safety programs under the regulatory requirement of Safety Management Systems (SMS) and Enterprise Safety Management System to ensure compliance with safety regulations, contractual requirements. Prepares audit plans, executes safety and compliance audits and prepares/documents audit findings for presentation to the Manager.
  • Develops and monitors action plans and procedures/processes to ensure compliance with audit results and safety regulations, including gathering evidence and supporting documentation.
  • Develops and oversees regulatory documentation to accommodate future growth with electrification, Regional Express Rail (RER), and Rail Traffic Control (RTC), working in collaboration with RER/RTC staff/management to keep abreast of changes/advancements in RER and RTC technologies and the impact on the operational component of electrification.
  • Provides oversight to the development and delivery of effective training programs to support the advancement of changes and ensure regulatory compliance requirements are achieved. Works with external contractors and reviews training materials/documentation and course delivery to ensure regulatory changes are properly reflected/addressed in the training programs to advance the understanding and acceptance of changes for an efficient operation.

  • Completion of a degree in a related discipline or a combination of education, training and experience deemed equivalent.
  • Certified Risk, Safety or Quality Assurance Professional designation an asset.
  • Minimum six (6) years of relevant experience in regulatory affairs and/or operations/safety standards, ideally with exposure to the railway sector.
  • Understanding of the railway, bus and construction industries and associated operating rules and regulatory requirements , including Transport Canada rules, regulations and safety requirements to oversee the review and assessment of regulatory changes, conduct risk assessments and audits on operational changes and regulatory and safety requirements, and ensure regulatory changes are properly documented in Operating Manuals and Safety Programs.
  • Experience with auditing/quality assurance standards, principles and practices to prepare audit plans and lead/conduct audits for all safety programs, produce audit findings and recommendations.
  • Experience with risk assessment practices, techniques and methods to lead/complete risk assessment reviews/activities and make recommendations for improvements.
  • Strong analytical, problem solving and statistical analysis skills to assess risks/operational changes identify issues; prepare findings, reports and recommendations.
  • Sound collaborative, relationship management and teamwork skills to work effectively with internal/external clients and stakeholders.
  • Exceptional communication (verbal/written) and interpersonal skills to required to prepare audit reports and findings; document changes to Safety Programs and Operating Manuals; provide updates and brief management; provide information and explanations to a range of internal stakeholders.
  • Excellent organizational skills and ability to prioritize work, plan audits and meet deadlines.

NOTE:  On occasion, the incumbent will be required to work off-site/in the field to conduct audit and risk assessment activities or participate in off-site meetings.
