Duties

This is a permanent full-time position working 35 hours per week.

Purpose:
Reporting to the Supervisor of Transportation Planning, the Infrastructure Network Analyst is responsible for operating and maintaining the Region’s transportation demand forecast model (EMME) for use in short and longer term planning of infrastructure.  Key undertakings include program management of external and internal clients to collect transportation network data, updating the transportation demand forecasting (EMME) model with current travel pattern characteristics (i.e. Transportation Tomorrow Survey and other traffic related data), analyzing and evaluating model output, reviewing existing and future transportation network capacity requirements, applying engineering expertise to evaluate network performance and reviewing development applications to assess associated transportation network impact.

Qualifications

Preferred Background:
The successful applicant must possess post-secondary education in Environmental Studies/Sciences or Engineering, along with Certification in Ontario as a Professional Engineers Ontario (P.Eng.) or a Certified Engineering Technologist (C.E.T.). The individual must possess a minimum of five to eight (5-8) years of progressive experience operating/validating transportation demand forecast model(s) for planning municipal transportation infrastructure along with proven knowledge of Ministry of Transportation and Institute of Transportation Engineers standards/guidelines. Strong analytical, critical thinking, project management, organization, and problem solving skills are required.  Knowledge of computer software including EMME model, Synchro, micro-modeling software software (e.g. VSSIM), IPFS, MS-Access, ArcInfo, ArcView, SAP and MS-Office is required. Familiarity with transportation impact assessment, land use data and PMBOK principles would be an asset. An equivalent combination of education and experience will be considered.

Duties:

  • Operate the transportation demand forecasting (EMME) model and apply engineering expertise to analyze and evaluate the technical performance of transportation network for planning purposes, including existing and future transportation network screenline capacities as well as critical assessment of network impact(s) resulting from new development or alterations to the existing system.
  • Maintain the transportation demand forecasting (EMME) model to ensure the accuracy of the Region’s transportation infrastructure network while identifying and addressing any information gaps. 
  • Collaborate with Transportation Planning Coordinators to provide timely responses to inquiries regarding modeled impacts to existing infrastructure based on proposed changes to the current conditions such as development related transportation impact studies.
  • Peer review transportation network modeling work of third party submissions such as Secondary Plans, Tertiary Plans, etc.
  • Establish and maintain standardized transportation network model business process to update the EMME model and define roles and responsibilities pertaining to the development and acquisition of transportation related data, including verification.
  • Calibrate the EMME model using traffic related data (e.g. Cordon counts) and Transportation Tomorrow Survey information as available.
  • Participate on committees/advisory groups such as the Transportation Information Steering Committee and Transportation Research and Data Management Advisory Group forums related to transportation network modeling and information gathering across the Greater Toronto and Hamilton Area.
  • Perform other duties as assigned.
